The philosophy at Harrington & Associates is that position evaluation is the foundation for sound pay administration and for the overall human resources total rewards program. We strongly recommend the point factor job evaluation process known as the National Position Evaluation Plan, the most widely used job evaluation system in the country. It is commonly recognized that when this plan is appropriately installed and maintained it is highly effective in objectively and equitably determining the relative relationship of varying jobs to each other. Where organizations have maintained the system over the years, the plan continues to do that for which it was designed, namely:

  • To differentiate between positions and pay individuals according to the level of their position within the hierarchy of all jobs in the organization;

  • To permit the organization to determine competitive rates of pay for similar levels of positions, and;

  • To have a defensible system to minimize employee grievances.

The system is designed to provide for:

  • Improved ability to attract, retain and motivate qualified, competent employees

  • Internal equity

  • External comparability

  • Ownership protection through compliance with all governing regulations and cost control

  • Reflection of the organization's philosophy of pay
