Judith Harrington has been a consultant practicing exclusively in the area of compensation and performance management systems design and delivery for over 30 years. After leaving a Chicago consulting firm as Vice President, Consulting Services she founded Harrington & Associates, Inc. (HAI) in Florida in January 1986. HAI’s clients represent a broad range of private and public sector employers in government, P3’s, manufacturing, service, entertainment, agriculture, and utilities. Harrington specializes in finding innovative solutions to complex reward issues, at all levels of the organizations. The firm, under her guidance, defines base and incentive compensation systems involving cash, equity, and other rewards while resolving the complex issues associated with providing competitive solutions to attract market place experts to government and not-for-profit enterprises in ways that comply with regulatory constraints, respond to stakeholder interests, and support organizational values and strategy.

 

Ms. Harrington has designed innovative base and incentive compensation programs to cover positions of all levels including complex executive compensation arrangements. In addition, she focuses on assisting clients to improve organizational results through employee-driven performance management systems that are designed to have immediate and lasting impact on the bottom line and employee satisfaction.

 

Judy has served as a speaker and interview subject for various organizations and publications including the Central Florida Human Resources Association, North and South Brevard Human Resources Associations, Institute of Industrial Engineers, Wisconsin VTAE District Boards Association, Industrial Management Association of New York, Manufacturers Association of the Delaware Valley, Manufacturers Association of Central New York, Business Week Magazine, WIND Radio, the Chicago Tribune, CBS News, Crain’s Chicago Business, and the Chicago Sun Times.

 

Harrington has developed and teaches in numerous public and private classes, seminars, and webinars each year on the subjects associated with the HAI practice, and she has trained well over 1,500 practitioners in job evaluation, market pricing, compensation design, performance management systems, coaching, and counseling employees toward improved performance and specific tools and techniques for managing compensation, performance, and pay for performance systems. She regularly writes white papers and pieces for publication through Employers Association Forum. Harrington is a consultant, trainer, and innovator who designs each engagement to suit the specific needs of the client, but always with the goal to provide results that will support their business values and strategy immediately and over the long term.

Gayanne Miller – Practice Manager

Gayanne Miller joined HAI in 2000, with the responsibility for Engagement Production, Finance, Human Resources, and Information Technology. Ms. Miller is responsible in managing all internal production operations including engagement scheduling, description and hierarchy development, survey development, data mining and analyses, range development, specific comparative analyses, and report development. In addition, Ms. Miller manages client relationships for ongoing consultations, with scheduling, technical, and production responsibility.  

 

Among other responsibilities, Ms. Miller conducts training in public and private classes and seminars that cover areas associated with data mining, analyses, systems and tools for compensation assessment, comparative analyses, and business reporting and communication. Over the past 15 years, Gayanne has been accountable to HAI clients for the quality and output of results on every engagement and therefore has participated in the production and delivery of all the examples of relevant compensation experience depicted on the other resumes provided in this proposal. Prior to joining HAI, Gayanne owned and operated multiple businesses in California. Ms. Miller has conducted over 150 compensation and classification projects over the past 10 years.

Kaitlin is the primary team member responsible for engagement production services. In her role, she develops and organizes project documentation, creating job descriptions, substantiations, and other materials, converting information captured during the process into the reports and outcomes ultimately delivered to our clients. Kaitlin produces the tangible product we sell and makes certain that all the related records and systems are compatible, linked, and continuously available for our clients. Kaitlin serves in the community as a Guardian Ad Litem and volunteers in many charitable service organizations.

Joshua P. Quist, Ph.D. – Executive Consultant and Practice Leader

Dr. Quist has over 9 years of professional experience in designing and implementing Human Resource (HR) processes and systems. He has worked with a wide range of public and private sector organizations to conduct job analyses, evaluate and classify jobs, develop position descriptions and competency models, develop tests and certifications, conduct skill gap analyses, identify training needs, design and implement performance management systems, and develop organizational compensation structures. In addition, he has served as the lead analyst for a long-running annual industry survey for pay practices and compensation.

 

Josh began working with HAI in 2006, and he continues to develop HAI infrastructure and training programs to

aid clients in utilizing, tracking, and maintaining compensation and performance management data and systems. His responsibilities include development of surveys and survey methodologies, and analytical systems. Dr. Quist frequently publishes research and speaks to groups on topics concerning his research in Industrial / Organizational Psychology.
